THE CONSTITUTION OF THE FREDERICK
COUNTY RETIRED SCHOOL PERSONNEL ASSOCIATION
ARTICLE I - NAME
The name of this organization shall be the Frederick County Retired School Personnel Association (FCRSPA).
ARTICLE II - OBJECTIVES
The objectives of this association shall be:
1. To work for the general welfare of retired school personnel.
2. To promote good fellowship among its members.
3. To keep its members informed of the activities of the association and news in general pertaining to the profession and retirement life.
4. To initiate and support any legislation for the benefit of retired school personnel.
5. To cooperate with the Maryland Retired School Personnel Association, Inc. and the NRTA:AARP's Educator Community in their efforts to be of service to retired persons.
ARTICLE III- MEMBERSHIP
Section I
All persons who are receiving retirement allowances from the Maryland State Retirement and Pension System and who have been actively associated with public education are eligible for active membership upon payment of annual dues. Effective January 1, 2011, new memberships shall include enrollment in FCRSPA (Frederick County Retired School Personnel Association) and MRSPA (Maryland Retired School Personnel Association).
Section II
Emeritus membership shall be awarded to those members who have reached the age of ninety and therefore shall be exempt from further payment of FCRSPA dues.
Section III
Honorary membership may be accorded to any person who has distinguished him/herself in work related to the association or to all retired personnel. Honorary members shall be entitled to participate in all activities of the association except voting and holding elective office.

ARTICLE IV - AFFILIATION
This association shall be associated with the Maryland Retired School Personnel Association, Inc. and the NRTA:AARP's Educator Community.
ARTICLE V - FINANCE
Section I
The fiscal year of the Association shall be July 1 to June 30.
Section II
Annual dues for FCRSPA shall be recommended by the Board of Directors, at the annual March meeting and shall be approved by the membership. Dues for MRSPA will be adopted at the May MRSPA Annual Meeting. Dues shall be payable annually.
Section III
A budget shall be prepared by the officers of the association (see Article VII, Section I) and presented at the March meeting for action by the membership.
ARTICLE VI - MEETING (S)
Section I
There shall be at least four (4) meetings per year. Additional meetings shall be determined by the Board of Directors.
Section II
Fifteen (15) members shall constitute a quorum.
ARTICLE VII - OFFICERS AND ELECTION

The officers of this association shall be: President, President-elect, Immediate-past president, Secretary, and Treasurer

Section II
The President-elect shall automatically become President when that office becomes vacant.
Section III
The President-elect shall be installed as President for a two-year term at the May meeting of the association. On even numbered years at the May meeting of the association, a new President elect shall be elected and installed for a two-year term. On odd numbered years at the May meeting of the association, a Secretary and Treasurer shall be elected and installed for a two-year term.
Section IV
Nominations for the office (s) shall be made by a Nominating Committee and presented at the March meeting. Additional nominations may be made from the floor providing previous consent has been received from the nominees.
Section V
A vacancy occurring in an office shall be filled by a vote of the Board of Directors. This vacancy shall be for the un-expired term.
ARTICLE VIII -
DUTIES OF OFFICERS
Section I
The President shall preside at all meetings of the association and the Board of Directors, and shall be ex-officio member of all committees except the Nominating Committee and shall appoint all committees. The President shall receive and disburse funds in the absence of the Treasurer.
Section II
The President-elect shall act as assistant to the President and shall perform the duties of the President in the absence of that officer. The President-elect shall receive and disburse funds in the absence of the Treasurer and President.

Section III
The Immediate-past president shall act in an advisory capacity, and, in the absence of the President and the President-elect, shall perform the duties of said officers.
Section IV
The Secretary shall keep a correct record of all meetings of the association and the Board of Directors and shall perform such other duties as may be delegated.
Section V
The Treasurer shall receive and disburse all monies upon approval by the President of the association, shall keep an accurate record of receipts and disbursements, and shall present a statement of account at each meeting of the association.
ARTICLE IX-COMMITTEES
Section I
The Board of Directors, consisting of the officers of the association and chairpersons of all standing committees, shall transact all business between the regular meetings of the association. Meetings of the Board of Directors may be called at the discretion of the President.

There shall be such standing committees as the following: (1)AARP Liaison, (2)Archives, (3) Auditing, (4)
Community Service, (5) Consumer Education, (6) FCPS Liaison/ Health/Advocacy, (7)Legislative, (8) Membership, (9) Remembrance & Sunshine, (10)Nominating, (11)Publications, (12)Scholarship, (13)Social, (14)E-Mail Tree, (15)Website
Section III
Other committees shall be appointed as authorized by the association for the promotion of the objectives and interests of the association.

ARTICLE X - RULES OF ORDER
The rules contained in "Robert's Rules of Order (Newly Revised)" shall govern the operation of this association.
ARTICLE XI -AMENDMENTS
This constitution may be amended at any regular meeting of the association by a two-thirds vote of the qualified members present, providing notice of the proposed amendment was given in writing on or before the previous regular meeting.
